Youth Loan Calculator — Taiwan 青安 3.0

Taiwan's Youth安心成家 loan (青安) is the country's flagship first-home subsidy — but since 1 August 2026 it is 青安 3.0, and the famous 1.775% rate is a starting rate, not a 40-year promise. This calculator runs the real rules: tiered caps, up to 5 years of interest-only grace, and the subsidy that phases out year by year.

A 青安 3.0 calculator applies Taiwan's youth mortgage subsidy as it actually works: a one-tier floating rate whose 0.50% subsidy is paid in full for three years and then withdrawn in steps, over terms of up to 40 years with up to 5 years of interest-only grace.

About this calculator

First, a correction to what most pages still say: the enhanced 新青安 (Qing'an 2.0) subsidy was legislated to end on 31 July 2026, and it did. From 1 August 2026 the scheme is 青安 3.0, announced by the Ministry of Finance on 16 July 2026 and open for applications until 31 July 2029 at the eight state-owned banks. The headline survives — a one-tier floating rate (一段式機動利率) starting at 1.775% — but the structure changed in three ways that matter to your payment. The rate is the base rate (the Chunghwa Post two-year time-deposit rate plus a fixed spread, 2.275% in October 2026) minus a subsidy of 2碼, 0.50%, split between the government (1.5碼) and the banks (0.5碼). That subsidy is now a "3+3" phase-out: paid in full for the first three years, then reduced by 0.5碼 (0.125%) every year — 0.375%, 0.25%, 0.125% — reaching zero in year 7, when your rate returns to the base rate and the payment is recalculated.

Second, the single NT$10,000,000 cap became a ladder aimed at young families: NT$10,000,000 for general applicants, NT$12,000,000 if you married within the last two years, and NT$15,000,000 if you have minor children — always with a maximum 40-year term and up to 5 years of interest-only grace (寬限期). Third, eligibility tightened: neither you, your spouse nor your minor children may own a home; you must be under 50 when applying, with age plus term not over 80; your own annual income must not exceed NT$2,000,000; and the home's price is capped at NT$35,000,000 in Taipei, NT$25,000,000 in New Taipei and Hsinchu, and NT$20,000,000 elsewhere. The loan is for your own residence, with a signed self-use undertaking, and it is once per person — anyone approved for a 青安 loan on or after 1 August 2023 generally cannot apply again. Anything you need above the cap has to be a separate ordinary mortgage, which the main Taiwan mortgage calculator can model.

How to use it

  1. Enter the loan amount and pick your household type — the calculator enforces that tier's cap (NT$10M / NT$12M / NT$15M).
  2. Set the term (up to 40 years) and the grace period (up to 5 years, interest only).
  3. Leave the base rate at 2.275% unless Chunghwa Post's two-year deposit rate has moved — the subsidy ladder is applied on top of whatever base you enter.
  4. Read the three payments in sequence: interest-only during grace, the first amortising payment after grace, and the settled payment from year 7 when the subsidy is gone. Budget on the third, not the first.
  5. Compare the two interest totals: the ladder against the same loan at the base rate throughout — the difference is what the subsidy is actually worth to you.

The formula

Rate in year y = base rate − subsidy(y): subsidy = 0.50% (years 1–3), 0.375%, 0.25%, 0.125% (years 4–6), 0 (year 7+). Payment = P × r(1+r)^n ÷ ((1+r)^n − 1), recalculated at grace end and at every rate step.

During grace you pay only P × r each month and the principal does not move. Whenever the rate steps — and when grace ends — the bank recalculates the level payment over the remaining balance and remaining months, which is why the payment climbs in steps rather than jumping once. The flat comparison runs the identical loan at the base rate with the same grace and term, isolating the subsidy's value.

Worked example

The default case — NT$10,000,000 over 40 years with the maximum 5-year grace: during grace you pay NT$14,791.67 a month of pure interest at the subsidised 1.775%. When grace ends in year 6 (the last subsidy year, 0.125% remaining) the payment becomes NT$33,901.26, and from year 7, with the subsidy gone and the rate back to 2.275%, it settles at NT$34,538.79. Total interest is NT$5,423,642 against NT$5,650,586 for the same loan at the base rate throughout — the subsidy saves NT$226,945. Shorter and larger shows its value differently: NT$12,000,000 over 30 years with no grace starts at NT$43,016.37 and saves NT$289,287.

Frequently asked questions

What exactly changed when 青安 3.0 replaced 新青安?

新青安 (2.0) ran from August 2023 with its enhanced government interest subsidy legislated to 31 July 2026. 青安 3.0, from 1 August 2026, keeps the 1.775% starting rate but (1) phases the 0.50% subsidy out after year 3 instead of holding it, (2) tiers the cap by household — NT$10M general, NT$12M newlywed, NT$15M with minor children — and (3) adds targeting rules the old scheme lacked: a NT$2,000,000 income ceiling, an under-50 age rule (age + term ≤ 80) and regional house-price caps. Applications run to 31 July 2029; the eight state-owned banks administer the scheme.

How does the subsidy phase-out work, year by year?

The subsidy is 2碼 — 0.50 percentage points — made up of 1.5碼 (0.375%) from the government and 0.5碼 (0.125%) absorbed by the state banks. You receive it in full for years 1–3 (borrowers under both 2.0 and 3.0 get this). From year 4 it falls by 0.5碼 annually: 0.375% in year 4, 0.25% in year 5, 0.125% in year 6, and zero from year 7. On the October 2026 base of 2.275% that means rates of 1.775%, 1.900%, 2.025%, 2.150% and then 2.275% — and because the base itself floats with Chunghwa Post's two-year deposit rate, all of these move if the base moves.

Who is eligible for 青安 3.0?

You (and your spouse and minor children) must own no home of your own; you must be under 50 at application with age plus loan term not exceeding 80; your own annual income must be NT$2,000,000 or less; the property must be your residence (a self-use undertaking is signed) and priced within the regional caps — NT$35M in Taipei, NT$25M in New Taipei and Hsinchu, NT$20M elsewhere. The loan is once per person: anyone approved for a 青安 loan on or after 1 August 2023 generally cannot take another. Amounts above your tier's cap need a separate ordinary loan.

Is the 5-year grace period a good idea?

It is a cash-flow tool with a real price. On the default case it cuts the early payment to NT$14,791.67 of interest — but the principal stands still for five years, so the whole NT$10,000,000 must then amortise over 35 years, and total interest rises versus amortising from day one (compare within the calculator by setting grace to 0). It suits buyers whose income is reliably rising or who face one-off costs in the first years; taken just to minimise the payment, it mostly defers — and enlarges — the bill. Note the grace payment shown assumes the starting rate; in years 4–5 of grace the subsidy is already phasing out, which the year-by-year table reflects.

Why does my payment rise again in year 7?

Because the subsidy reaches zero. Taiwanese mortgages recalculate the level payment whenever the rate changes, over the remaining balance and term. Each subsidy step (years 4, 5, 6) nudges the payment up slightly, and the final step to the full base rate in year 7 sets the payment you will carry for the rest of the loan — NT$34,538.79 in the default case, versus NT$33,901.26 in the first amortising year. Affordability checks should always use the year-7 figure.

What formula does this Taiwan Youth Loan (青安 3.0) calculator use?

The worked example on this page applies the formula step by step with real numbers, so you can verify the result by hand.
